Theplan for the national park proposes parking lots, an amphitheater, and avisitors' center, while emphasizing minimizing development and blending it intothe landscape. At the beginning of the planning process, natural areas weremapped for the purpose of preservation in order to reduce development to onlydisturbed areas. In areas of "intervention," earthworks will becovered with local stone chips upon completion, roofs (fifth facade) will alsobe covered in local stone chips, and walls will be made of local stone. Theamphitheater and buildings will be designed with low profiles to blend into thelandscape.

Inorder to integrate the amphitheater and buildings modestly into the landscape ofthe differences in elevation were utilized.In stage one, following the plan's approval, a section of a pathway wasconstructed with two shaded observation corners for visitors.
