The section of Highway 781 included in the project begins at the Gil'am Interchange in the east and connects to Yitzhak Rabin Road in Kiryat Ata to the southwest. To the south of the highway lies a natural landscape of gentle hills composed of rocky limestone formations, reaching heights of 30-40 meters above sea level. The typical vegetation in this area is a shrub land which includes thorny burnet, African Fleabane, wild Oat, Hairy Pink Flax, Soft-Hairy Rockrose, and more. This area is designated for future construction and will become a public space in the neighborhood of "Giv'at HaKalanit"within the jurisdiction of the city of Kiryat Ata. (The neighborhood is currently in the planning stages). Within this area lies the Police Hill, where the Regional Police School and the Israel Police Heritage Museum are located. To the north of the highway is a moderate, almost flat terrain, characterized by agricultural areas belonging to the Zevulun Regional Council. This section of the highway will ultimately be defined as an urban road, with the natural area becoming a public open space within a residential neighborhood. The landscape planning proposes an urban promenade for pedestrians and cyclists along approximately 2.5 kilometers.
